What you're actually comparing
PECO and PPL are both Pennsylvania utilities, but you can't choose between them. Your address determines which utility serves you. What you CAN compare is how each utility's customers shop for electricity — and how the rates work in each territory.
The comparison below is for two distinct customer groups:
- PECO customers in southeastern PA (Philadelphia metro, Bucks, Montgomery, Delaware, Chester counties)
- PPL customers in central and northeastern PA (Lehigh Valley, Lancaster, Harrisburg suburbs, Scranton, Wilkes-Barre)
If you're trying to decide whether to move, your electricity rates probably aren't the deciding factor. If you're trying to lower your bill, switching suppliers within your current territory matters more than which utility you have.

How the rate gap matters in practice
At 850 kWh/month (average PA usage)
PECO supply cost
$93.70/mo
PPL supply cost
$110.10/mo
Difference
$16.40/mo
$197/year
At 1,200 kWh/month (high usage)
PECO supply cost
$132.29/mo
PPL supply cost
$155.44/mo
Difference
$23.15/mo
$278/year
The gap looks large in dollar terms, but it's not the most important number. What matters more is whether each utility's customers are paying the default rate or shopping for a competitive supplier. Below, we show what each utility's customers can actually save.

PPL customers can save by switching from the 12.953¢ default rate. The best fixed-rate plan is 10.99¢/kWh — 15% below default.
Which utility's customers benefit more from switching
Pittsburgh-area customers (Duquesne Light) face the highest default rate in PA at 13.75¢/kWh. PPL customers face the third highest. PECO customers face the second lowest after West Penn Power.
In absolute dollar terms, PPL customers save more by switching than PECO customers — they start from a higher baseline. In percentage terms, the gap between default and cheapest competitive rate is similar across both utilities.
The takeaway: switching matters regardless of which utility you have. The math is just slightly more favorable for PPL customers.
| Utility | Default | Best fixed rate | Annual savings (850 kWh) |
|---|---|---|---|
| PECO | 11.024¢ | 9.09¢ | $197 |
| PPL | 12.953¢ | 10.99¢ | $200 |
What's the same across both utilities
Despite the rate differences, PECO and PPL customers share more than they differ.
- Same wholesale market (PJM Interconnection)
- Same legal right to switch suppliers
- Same utility/supplier separation (utility handles delivery, supplier handles generation)
- Same bill structure (delivery + supply + fees)
- Both utilities pass PJM capacity auction costs through PTC increases
For more on how capacity costs affect rates, see our PJM capacity auction analysis.
When to switch, regardless of which utility you have
The June 1 PTC increase applies to both utilities. PECO customers face a 5.0% increase; PPL customers face a 1.5% increase. In both cases, switching to a competitive supplier before June 1 locks in current rates and avoids the increase.
Switching takes about five minutes and is free. No service interruption, no equipment change, no deposit, no credit check. Your utility continues to deliver electricity and handle outages regardless of who supplies your generation.

What to verify before enrolling
Confirm the rate has no hidden tiers
Some plans advertise a low rate that only applies to usage above a certain threshold. Check the Electricity Facts Label for tiered pricing.
Understand the rate after the initial term
Many plans auto-renew at a higher variable rate. Know what happens when your term ends so you can shop again if needed.
Check the early termination fee
Fixed-rate plans often include fees if you cancel early. If you might move soon, consider a month-to-month plan instead.
Verify the supplier is PA PUC-licensed
All legitimate suppliers are licensed by the Pennsylvania Public Utility Commission. Verify at puc.pa.gov.
Frequently asked questions
Can I choose between PECO and PPL?
No. Your address determines your utility. PECO serves southeastern PA; PPL serves central and northeastern PA. You can choose your supplier within your assigned utility's territory.
Why is PPL's rate higher than PECO's?
The rate difference reflects each utility's procurement strategy, service territory load characteristics, and transmission congestion patterns. Both utilities purchase electricity through PJM at wholesale, but the contracts and hedging strategies that go into setting the Price to Compare differ.
Do PECO and PPL share any infrastructure?
Both utilities are members of PJM Interconnection, which manages the regional power grid. They don't directly share transmission infrastructure, but they buy and sell electricity through PJM's wholesale markets.
Which utility has more competitive suppliers?
Both PECO and PPL territories have robust competitive supplier markets. Plan counts vary, but typically 50+ suppliers serve each territory.
If I move from one territory to the other, do I keep my supplier?
Possibly. If your current supplier serves both PECO and PPL territories (many do), you can request to transfer your service. If they don't serve your new territory, you'll need to choose a new supplier when you move.
How we gather this information
We pull supplier plan data directly from PA Power Switch, the official Pennsylvania PUC shopping website. Our automated system refreshes this data weekly to ensure you see current rates.
Utility default rates (Price to Compare) come from official utility filings with the PA PUC. Service area and customer count data come from EIA Form 861.
Plans are sorted by rate with no paid placements or sponsored rankings. Always verify current terms on the supplier's website before enrolling.
