How we identified the cheapest plans

“Cheapest” is a simpler question than “best.” This page ranks Pennsylvania electricity plans by rate alone — lowest per-kWh rate wins. We don't weigh term length, supplier reliability, or green sourcing here. If you want a comprehensive best-by-category ranking, see our Best Electricity Plans in Pennsylvania page.

The one editorial decision we still apply: plans must have term length of 3 months or longer and be fixed-rate. We don't rank 1-month introductory variable rates as “cheapest” because those rates reset after the introductory period and don't reflect what you'd actually pay over a year. Rate-only rankings still need to be honest about what you're getting.

Why most “cheapest electricity” lists mislead

Search for “cheapest electricity in PA” and you'll find lists that lead with rates as low as 6-7¢/kWh. Those rates are almost always teaser rates — introductory variable rates that reset after 1-2 months.

The teaser rate trap.

A 1-month introductory rate at 7.59¢/kWh looks appealing — until it resets to 12-14¢/kWh the following month. Over a year, that “cheapest” plan may cost more than a 9¢/kWh fixed rate that actually stays at 9¢.

Monthly fees disguised as low rates.

Some plans show a low per-kWh rate but add a $9.95 monthly fee. At 850 kWh/month usage, that fee is equivalent to an extra 1.17¢/kWh. We filter out plans with fees over $10 to avoid this trap.

Commission-driven rankings.

Affiliate sites earn more from some suppliers than others. The “cheapest” plan on many lists is actually the highest-commissioned plan that happens to have a low introductory rate.

Is the cheapest plan always the best choice?

No. The cheapest per-kWh rate doesn't account for contract length, early termination fees, or supplier reliability. A plan that's 0.5¢ cheaper but has a $200 ETF may cost more overall if you need to move or switch. For a multi-dimensional ranking, see our Best Electricity Plans page.

Why aren't variable rates ranked here?

Variable rates can change monthly at the supplier's discretion. A variable rate that's cheap today may be expensive next month. We only rank fixed rates because they represent what you'll actually pay for the full contract term.

What if the cheapest plan has a high cancellation fee?

We show ETF information for each plan. If you're uncertain about your housing situation, consider a shorter-term plan or one with no ETF, even if the rate is slightly higher. The 'cheapest' plan isn't always the best fit for your situation.

How often do the cheapest rates change?

Supplier rates change frequently — sometimes weekly. Our data refreshes weekly from PA Power Switch. The cheapest plan today may not be the cheapest next month, which is why we recommend locking in a fixed rate when you find a good one.

Can rates be cheaper elsewhere than what I see here?

Our data comes from PA Power Switch, the official PUC shopping site. Some suppliers may offer promotional rates directly that aren't listed on PA Power Switch, but those promotions often have conditions. The rates here represent the standard public offerings.
