Our Methodology
How Volt Butler determines category winners:
3+ month fixed-rate filter
All "cheapest" claims use plans with fixed rates lasting at least 3 months. This excludes 1-month teaser rates.
Verdict tier system
12 supplier reviews across Green/Amber/Red tiers. Badges visible on all winners so you see both rate and credibility.
Composite scoring for Overall Value
Weights rate (50%), term (20%), ETF (20%), and supplier track record (10%). Red-tier suppliers excluded.
Multi-dimensional best
9 categories because "best" depends on your priorities. Different winners per dimension.
No paid placements
We earn affiliate commissions when readers switch, but commissions don't influence rankings.
Frequently Asked Questions
How does Volt Butler choose 'best' PA electricity plans?
We rank plans across 9 distinct categories because 'best' depends on your priorities. Each category has explicit criteria: lowest rate uses raw cents/kWh with 3+ month fixed filter; rate stability uses term length; green energy uses renewable percentage; and so on. Winners are determined by data, not commissions.
Why don't you pick a single winner for each category?
Because single-winner lists create false precision. The top 3 plans in a category often have negligible differences — a 0.02¢/kWh gap means $2/year at average usage. By showing 2-3 picks, you can consider other factors: utility territory, supplier reputation, term flexibility.
What does '3+ month fixed' mean and why does it matter?
We filter headline 'cheapest' claims to plans with fixed rates lasting at least 3 months. This excludes 1-month introductory teaser rates that reset to higher rates afterward. A 5.99¢ rate that becomes 14.99¢ after 30 days isn't genuinely cheap — our filter catches those.
How are the verdict tier ratings determined?
We review suppliers across 6 dimensions: pricing, plan diversity, transparency, customer service, green options, and market presence. Green tier (Recommended) indicates strong track record. Amber tier (Proceed with caution) indicates mixed signals. Red tier (High caution advised) indicates elevated complaint patterns. Full methodology at /reviews/.
Why is American Power & Gas marked Red tier?
Our review found elevated BBB complaint patterns and teaser rate concerns. APG often offers the lowest headline rate — that's real — but many complaints describe rate resets after short introductory periods. We mark them Red tier so you see both the rate advantage and the credibility signal.
Are these plans guaranteed to be the best every month?
No. Plan data refreshes weekly from PA Power Switch, and winners can change. A supplier may withdraw a plan, raise rates, or a competitor may introduce a better offer. We re-evaluate rankings monthly and update immediately if a winner's rate changes significantly mid-month.
