What you're actually comparing

PECO and Duquesne Light are both Pennsylvania utilities, but you can't choose between them. Your address determines which utility serves you. What you CAN compare is how each utility's customers shop for electricity — and why the default rates differ so dramatically.

  • PECO customers in southeastern PA (Philadelphia metro, Bucks, Montgomery, Delaware, Chester counties)
  • Duquesne Light customers in the Pittsburgh metro (Allegheny and Beaver counties)

The 2.73¢/kWh gap is one of the largest between any two major PA utilities. But both utilities' customers can save by switching to competitive suppliers.

Duquesne Light customers can save by switching from the 13.750¢ default rate. The best fixed-rate plan is 10.79¢/kWh22% below default.

Which utility's customers benefit more from switching

Duquesne Light customers face the highest default rate in PA at 13.75¢/kWh. PECO customers face the second lowest after West Penn Power. In absolute dollar terms, Duquesne customers save more by switching — they start from a much higher baseline.

The competitive supplier market is similarly robust in both territories. Pittsburgh-area customers simply have more headroom between the default rate and the best available plans.

What's the same across both utilities

  • Same wholesale market (PJM Interconnection)
  • Same legal right to switch suppliers
  • Same utility/supplier separation (utility handles delivery, supplier handles generation)
  • Same bill structure (delivery + supply + fees)
  • Both utilities pass PJM capacity auction costs through PTC increases

Frequently asked questions

Can I choose between PECO and Duquesne Light?

No. Your address determines your utility. PECO serves southeastern PA including Philadelphia. Duquesne Light serves the Pittsburgh metro including Allegheny and Beaver counties. You can choose your electricity supplier within your assigned utility's territory, but not the utility itself.

Why is Duquesne Light's rate so much higher than PECO's?

Duquesne Light has the highest default rate among major PA utilities at 13.75¢/kWh. The difference reflects each utility's procurement strategy, service territory load characteristics, and how they manage wholesale market exposure. Both utilities pass PJM capacity costs to customers, but timing and hedging strategies differ.

Do PECO and Duquesne Light share any infrastructure?

Both utilities are members of PJM Interconnection, which manages the regional power grid. They don't directly share transmission infrastructure — PECO serves the eastern side of the state and Duquesne serves the western side — but they buy and sell electricity through PJM's wholesale markets.

Which utility has more competitive supplier options?

Both territories have robust competitive markets with 50+ suppliers each. Duquesne Light customers often see larger percentage savings because they're starting from a higher default rate.

If I move from Philadelphia to Pittsburgh, do I keep my supplier?

Possibly. If your current supplier serves both PECO and Duquesne Light territories (many do), you can request to transfer your service. If they don't serve your new territory, you'll need to choose a new supplier when you move.
