What new PA residents should know about electricity
Pennsylvania's electricity market is deregulated, which means shoppers can choose their generation supplier separately from their utility. New residents can enroll with a competitive supplier from day one — no prior PA utility history required.
- Your utility is determined by your address — PECO in Philadelphia, PPL in Lehigh Valley, Duquesne Light in Pittsburgh, etc. No choice here.
- Your supplier is your choice — over 50 licensed suppliers compete for your business with different rates and terms
- No PA credit history or utility history required — enrollment is based on your address, not your history
- One bill, two components — delivery (utility) and generation (supplier) appear on the same monthly statement
Choosing a competitive supplier typically saves 10-25% compared to utility default rates. New residents who don't actively choose a supplier automatically pay the utility's default rate (called the Price to Compare).
Which utility serves your new address?
Enter your new ZIP code above to see which utility serves your address. Major PA utilities include PECO (Philadelphia area), PPL Electric (central and northeast PA), Duquesne Light (Pittsburgh area), and several smaller utilities throughout the state. Your ZIP code determines your utility — and your utility determines which suppliers are available.
How switching works
Setting up electricity in Pennsylvania involves two parallel steps.
Enter your ZIP code
We'll show suppliers and plans available in your specific utility territory based on your new address.
Compare plans and choose a supplier
Sort by rate, term length, or plan type. All listed suppliers are PUC-licensed and enroll without credit checks.
Enroll with your new utility account number
Contact your utility to start service, then enroll with your chosen supplier. Both can happen in the same timeframe.
Supplier enrollment takes 1-2 billing cycles. You'll pay the utility default rate until the switch completes.
Who these plans work for
Recent arrivals from another state
Relocating from states without electricity choice (like New Jersey residential or Florida) or from competitive markets (Texas, Ohio). Either way, PA suppliers don't require prior PA history.
Returning PA residents
Moved away for work, school, or other reasons and now returning. Previous PA utility accounts don't carry over, but enrollment is straightforward.
First-time independent households
Setting up electricity in your own name for the first time. No utility history required — just your new address.
Renters establishing new service
Moving into an apartment or rental house. Supplier choice doesn't require landlord permission and can start from move-in day.
Anyone wanting to enroll with a competitive supplier immediately
The default approach (doing nothing) means paying the utility's default rate. Proactive shoppers who choose a supplier from day one can start saving from their first bill.
Two approaches when moving in
Choose based on your comfort level with the decision.
Enroll with utility, switch later
Cautious approach
- Start on utility's default rate automatically
- Take time to compare suppliers
- Switch when ready (1-2 billing cycles)
- Pays default rate in the meantime
Choose competitive supplier from day one
Proactive approach
- Enroll with supplier when activating service
- Start saving from first bill
- Lock in a fixed rate immediately
- 10-25% typical savings vs default

What to verify before enrolling
Verify your utility
Your utility is determined by your address — different from where you came from. Enter your ZIP code above to confirm which utility serves your new location. This determines which suppliers are available.
Confirm enrollment timing
Supplier enrollment takes 1-2 billing cycles (30-60 days) to complete. You'll pay the utility default rate during the transition. This is normal and doesn't affect your new supplier contract.
Understand your utility account number
You'll need your utility account number to enroll with a supplier. This appears on your first utility bill after move-in. You can also call your utility to get it before the first bill arrives.
Check supplier license at PA PUC
All suppliers listed on Volt Butler are PUC-licensed. You can verify any supplier's license status at puc.pa.gov.
Frequently asked questions
Can I sign up for an electricity supplier before I move in?
Yes. Once you have your new address and know the move-in date, you can set up utility service with the local utility and choose a competitive supplier simultaneously. The supplier enrollment doesn't require prior PA utility history — just your new address and anticipated start date.
Do I need to set up utility service first, then choose a supplier?
Technically yes, but the timing can overlap. Your utility (PECO, PPL, Duquesne Light, etc.) handles the physical connection and delivery. You can contact them and a competitive supplier in the same timeframe. The utility will be your default supplier until the competitive supplier enrollment processes (1-2 billing cycles).
How long does enrollment take when I'm moving in?
Utility service activation (turning on the power) typically happens within 1-3 business days of your request. Supplier enrollment — switching from the utility's default generation rate to a competitive supplier — takes 1-2 billing cycles (roughly 30-60 days). During the transition, you'll pay the utility's default rate.
What if I'm coming from a non-deregulated state and don't understand how this works?
Pennsylvania has electricity choice, meaning you pick your generation supplier separately from your delivery utility. Your utility (determined by your address) handles poles, wires, and outages. Your supplier (your choice) handles the electricity generation portion of your bill. Both charges appear on one utility bill. You can switch suppliers anytime without affecting service reliability.
Can I keep my old electricity plan from another state?
No. Electricity suppliers are licensed state by state. Your previous supplier may not operate in Pennsylvania, or if they do, they'll have different plans. You'll need to choose from PA-licensed suppliers. The good news: PA has a competitive market with over 50 suppliers, so options are plentiful.
