Setting up electricity for the first time
First-time apartment electricity setup in Pennsylvania involves two separate decisions: which utility serves the address (no choice — determined by location) and which generation supplier to use (competitive market, real choice). Many first-time renters don't realize the second decision exists.
- Your utility is automatic — determined by your apartment's address. PECO in Philadelphia, PPL in the Lehigh Valley, Duquesne Light in Pittsburgh.
- Your supplier is optional but recommended — over 50 licensed suppliers offer rates lower than the utility default
- One bill, two parts — delivery (from utility) and generation (from supplier or utility default) appear together
- No credit check to switch suppliers — your utility may check credit for service activation, but supplier switching doesn't
The "do nothing" path means paying the utility's default generation rate (called the Price to Compare). Active shoppers who choose a competitive supplier typically save $100-300 annually.
Key terms to know
kWh (kilowatt-hour): The unit for measuring electricity usage. A typical PA apartment uses 500-800 kWh monthly.
Rate: Price per kWh. Quoted in cents (e.g., 10.5¢/kWh). Multiply by monthly usage to estimate generation cost.
Fixed vs. variable: Fixed rates stay the same for the contract term. Variable rates can change monthly.
How switching works
Three steps from start to finish.

Compare plans
Filter by rate, term length, or plan type. All listed suppliers are PA PUC-licensed.
Enroll with your utility account number
Found on your first bill. The switch takes 1-2 billing cycles. Your utility handles everything automatically.
No service interruption. No landlord approval needed. Same reliability.
Who these plans work for
First apartment after college
Transitioning from campus housing or parents' home to independent living. Utility accounts may have been in someone else's name previously.
Young professionals starting fresh
First "real" apartment after shared housing situations where utilities were handled by a roommate.
First-time independent renters
Setting up utilities in your own name for the first time. No prior experience with electricity accounts required.
Limited or no credit history
Competitive supplier enrollment doesn't require credit checks. Your utility may require a deposit for service activation (separate process).
Smaller apartments with lower usage
Studios and one-bedrooms typically use less electricity than larger homes. Plans with flat per-kWh rates (not tiered pricing) work well for lower-usage situations where the rate matters more than usage-based discounts.
Two approaches to your first electricity plan
Pick the approach that fits your comfort level.
Default utility rate
Easiest, no decisions
- Do nothing — service activates on default rate
- Zero effort, supplier handled automatically
- Typically 15-30% more expensive
- Can switch to competitive rate anytime
Choose a competitive supplier
10 minutes of effort, save $100-300/year
- Compare rates and pick a plan
- Lock in a fixed rate for 6-12 months
- Save 15-30% vs default rate
- No credit check to enroll

What to verify before enrolling
Read the Plan Information Document (PID)
Every PA electricity plan has a standardized disclosure document. It lists the rate, term length, fees, and cancellation terms. Read it before enrolling.
Understand fixed vs. variable rates
Fixed-rate plans lock your price for the term (e.g., 10.5¢/kWh for 12 months). Variable-rate plans can change monthly. Fixed is generally better for budgeting; variable can be cheaper short-term but unpredictable.
Note your contract term end date
Fixed-rate plans typically roll to a higher variable default when the term ends. Set a calendar reminder 30 days before to shop for a new plan.
Save your supplier customer service number
Your supplier handles billing questions about the generation portion. Your utility handles outages and delivery. Keep both numbers accessible.
Frequently asked questions
I've never set up electricity service before — where do I start?
Two steps: (1) Contact your utility to activate service at your new address — they handle the physical connection. (2) Optionally, choose a competitive supplier for better rates — this is the 'generation' portion of your bill. Your utility is determined by your address (PECO in Philadelphia, PPL in Allentown, etc.). Your supplier is your choice from 50+ licensed options.
Do I need a deposit if this is my first apartment?
Your utility may require a deposit to start service if you don't have established credit or utility history. This is separate from choosing a competitive supplier. Once service is active, switching to a competitive supplier doesn't require any deposit — just your address and utility account number.
What's the difference between my utility and my supplier?
Your utility (PECO, PPL, Duquesne Light, etc.) owns the power lines and handles delivery, outages, and meter reading. Your supplier provides the electricity generation — the power itself. Both charges appear on one bill. You can't choose your utility (determined by address), but you can choose your supplier.
How much will my first electricity bill be?
It depends on your usage. A typical PA apartment uses 500-800 kWh per month. At current rates (around 10-12¢/kWh for the generation portion), that's roughly $50-96 for generation, plus delivery charges of $30-50. Total bills typically run $80-150/month for apartments. Summer AC and winter heating increase usage.
What if I don't know what 'kWh' means?
kWh (kilowatt-hour) is how electricity is measured. Think of it like gallons of gas — you pay per unit. A typical apartment uses 500-800 kWh monthly. Rates are quoted in cents per kWh (e.g., 10.5¢/kWh). Multiply your rate by your monthly usage to estimate the generation portion of your bill.
