We filter headline 'cheapest' claims to plans with fixed rates lasting at least 3 months. This excludes 1-month introductory teaser rates that reset to higher rates afterward. A 5.99 cents rate that becomes 14.99 cents after 30 days is not genuinely cheap — our filter catches those. Variable-rate plans are also excluded from the Lowest Rate category because their rates can change at any time.
